The company invited professional staff from the Municipal Emergency Management Bureau to conduct training on the primary responsibility for safe production.

On November 28, the company organized a training session on the primary responsibility for safe production, targeting management personnel at or above the team leader level, held in the multi-functional hall. The training was specially led by Lin Xiaobo from the Policy and Regulation Division of Chaoyang City Emergency Management Bureau. Vice General Manager He Zhenjian and Wang Zebin, Deputy General Manager of Huaxiang New Materials, attended the session. Safe production is an enduring theme for the long-term, sustainable, and stable development of any enterprise. On a smaller scale, fulfilling the primary responsibility for safety is an essential objective for achieving the company’s sustainable growth. In today’s context, characterized by stringent environmental protection and safety supervision regulations, companies face new challenges and tests that underscore the critical importance of effectively implementing this responsibility. On a broader level, taking ownership of safety responsibilities is a practical necessity for building a harmonious society. The central government has repeatedly emphasized putting people first as the foundation for constructing such a society. Sustainable development inherently prioritizes safety, while a harmonious society places paramount emphasis on safeguarding human lives. After all, ensuring workplace safety is, in itself, a vital way to protect individuals’ right to life. If accidents remain unchecked, they not only inflict severe losses on people’s lives and property but also leave irreparable and irreversible impacts on the families of victims. Therefore, building a harmonious society must begin with robust safety practices. During the training, Lin Xiaobo drew upon the Safety Production Law and delivered a vivid and detailed presentation using text, icons, photographs, and videos. He covered four key areas: "Why enterprises must fulfill their legal responsibilities," "How the government enforces its supervisory duties according to the law," "How enterprises can implement their responsibilities in compliance with the law," and "Case studies of production safety incidents." This approach provided participants with a deeper understanding of both the significance and practical methods for upholding safety responsibilities, thereby playing a positive role in further strengthening and advancing the company’s safety management efforts. Lin Xiaobo stressed that everyone involved—whether senior leaders or frontline employees—must actively engage in safety management, fully embrace corporate accountability, and take genuine ownership of their roles to prevent accidents from occurring.

Guided by the HR philosophy of "genuinely valuing and sincerely supporting talent; wholeheartedly nurturing and thoughtfully employing individuals," the company is dedicated to creating an exceptional work environment, comfortable living conditions, and a vibrant learning atmosphere—fostering an ideal space for both professional growth and personal fulfillment. During the visit, company staff provided the students with a comprehensive overview of the organization’s development prospects, employment opportunities, and current talent needs. By touring the production workshops, the students gained valuable insights into the production line processes and developed a basic understanding of the skills required to operate effectively on the assembly lines. Wang Wanli, a student from the vocational high school, shared her thoughts: "Today, I was fortunate enough to visit this key enterprise in our county. Zhao Peng Elected as Part-time Deputy Secretary of the 16th Committee of the Communist Youth League in Chaoyang County On the afternoon of November 9, the 16th Congress of the Communist Youth League in Chaoyang County successfully concluded after completing all its agenda items. The congress reviewed and approved the "Resolution on the Work Report of the 15th Committee of the Communist Youth League in Chaoyang County," and subsequently elected the 16th Committee of the Communist Youth League for the county. Among the newly appointed committee members, Zhao Peng, who serves as the secretary of the company's Youth League branch and assistant director of the Refining Workshop, was chosen as the part-time deputy secretary. Over the years, the company has remained committed to its mission: "Focusing on innovation in the zirconium industry while ensuring sustainable growth, and providing employees with a platform to realize their personal and professional aspirations." The company places great emphasis on the comprehensive development of its workforce, paying special attention to nurturing young employees and helping them grow both professionally and personally. Since joining the company, Zhao Peng has embraced the philosophy of "learning through work, working through learning; advancing through reflection, and reflecting through progress," continuously striving to improve himself. He quickly rose through the ranks, becoming one of the standout young talents within the organization. Previously holding roles such as Safety Specialist and Technician in the Chlorination Workshop, he now serves as Assistant Director of the Refining Workshop, Head of the Security Department, and Secretary of the Youth League branch—positions that have earned him high praise from both management and colleagues. This recent appointment as part-time deputy secretary of the Chaoyang County Committee of the Communist Youth League, recommended by his company and selected through a competitive process at the 16th Congress following an assessment by the Organization Department of the Chaoyang County Party Committee, not only represents a significant opportunity for Zhao Peng’s personal growth but also reflects the collective pride of the company. The "Reform Plan of the Communist Youth League Liaoning Provincial Committee" clearly emphasizes building a cadre team that combines full-time, seconded, and part-time positions. By establishing seconded and part-time deputy secretaries within the county-level Youth League committees, the initiative aims to optimize leadership structures, broaden the organization's influence and reach, and better leverage the Youth League as a vital bridge connecting youth with the broader community. Looking ahead, Zhao Peng has set clear goals: balancing his primary responsibilities with his new role as deputy secretary. While diligently fulfilling his current duties, he plans to swiftly strengthen the company’s Youth League organizational framework. Drawing inspiration from the "Youth University Study" program initiated by the Communist Youth League Liaoning Provincial Committee, he intends to inspire and mobilize the enthusiasm of young employees across the company. At the same time, he hopes to use the Youth League platform to significantly enhance the company’s visibility and reputation, ultimately contributing to the company’s overall growth and success.
