On June 2, 2020, a provincial expert team, together with relevant personnel from the emergency management bureaus and fire departments at both the city and county levels in Chaoyang, conducted a special inspection and supervision visit to the company focusing on major hazard sources involving dangerous chemicals. Executive Deputy General Manager Zhao Dongsheng, along with Assistant to the General Manager and Head of the Safety & Environmental Protection Department, Chen Zhihui, accompanied the team throughout the inspection and guidance process.

Conducting specialized inspection and supervision is a concrete measure to ensure that enterprises implement the Liaoning Provincial Emergency Management Department's "Implementation Plan for Special Inspection and Supervision of Major Hazardous Chemical Facilities in Liaoning Province." The plan emphasizes focusing inspections on hazardous chemical storage tank areas and warehouses, with a particular emphasis on 17 specific areas across three key categories. These include the safe operation of facilities such as combustible and toxic gas alarms, safety instrumented systems (SIS), emergency shutdown systems (ESD), and emergency isolation devices, as well as the proper functionality and integrity of fire protection measures like fire separation distances, fire access routes, fire pump rooms, fire water networks, and automatic fire alarm systems.

After listening to the work report, the expert group conducted on-site inspections and supervision at key hazardous chemical sites—such as the production floor and the liquid chlorine storage facility—following relevant guidelines. The group fully endorsed and highly praised the company’s previous self-inspection and self-check efforts. At the same time, they encouraged the enterprise to further strengthen its management of major hazardous chemical sources, solidifying the foundation through hazard identification and remediation, enhancing risk awareness via employee training, and ensuring accountability through meticulous operational practices. This approach will comprehensively improve emergency preparedness and response capabilities, guaranteeing safe and orderly production operations.
