On November 28, the company organized a training session on the primary responsibility for safe production, targeting management personnel at or above the team leader level, held in the multi-functional hall. The training was specially led by Lin Xiaobo from the Policy and Regulations Division of the Chaoyang City Emergency Management Bureau. Deputy General Manager He Zhenjian and Wang Zebin, Deputy General Manager of Huaxiang New Materials, attended the session.

Safe production is the enduring theme for a company’s long-term, sustainable, and stable growth. On a smaller scale, fulfilling the primary responsibility for safety is an objective necessity for achieving the company’s sustainable development. In today’s context, marked by stringent environmental and safety oversight, businesses face new challenges and tests that make it even more critical to uphold this responsibility. On a larger scale, taking ownership of safety responsibilities is a practical requirement for building a harmonious society. The central government has repeatedly emphasized putting people first and fostering social harmony. Indeed, scientific development inherently prioritizes safe growth, while a harmonious society places paramount importance on safeguarding human life—making safe production itself a vital safeguard of people’s fundamental right to life. If accidents remain unchecked, they not only inflict devastating losses on people’s lives and property but also leave indelible, irreparable pain on the families of victims. Thus, constructing a harmonious society must begin with ensuring robust safety practices as its foundation.

During the training, Lin Xiaobo integrated the Law on Work Safety, using a variety of tools—including text, icons, photos, and videos—to deliver a vivid and detailed explanation across four key areas: "Why enterprises must fulfill their primary responsibilities according to the law, how the government should legally carry out its supervisory duties, how companies can effectively implement these responsibilities in practice, and case studies of production safety incidents." This approach helped participants gain a deeper understanding of the significance and methods for upholding enterprise-level safety responsibilities, ultimately contributing positively to the further implementation and advancement of the company's safety management practices. Lin Xiaobo emphasized that both top executives and frontline employees must actively engage in safety management, fully assume their roles in ensuring corporate accountability, and take genuine responsibility for preventing accidents from occurring.
