On May 3, Ba Xingjin, Deputy Secretary of the County Party Committee and County Mayor, visited the Chaoyang Liucheng Economic Development Zone to oversee safety production efforts at chemical enterprises. He emphasized the need to thoroughly implement the important instructions of General Secretary Xi Jinping, follow the work arrangements set forth by the Provincial Party Committee, Provincial Government, Municipal Party Committee, and Municipal Government, firmly establish a bottom-line mindset, rigorously enforce safety responsibilities, strengthen risk identification and remediation, and build a solid foundation and robust safeguards for the high-quality development of enterprises. Guan Hongwei, Deputy Secretary of the Party Working Committee and Director of the Management Committee of the Chaoyang Liucheng Economic Development Zone, as well as Yu Xuexi, Member of the County Party Standing Committee and Executive Deputy County Mayor, also attended the meeting.

At enterprises such as Xinsheng Chemical and Huazircon New Materials, Ba Xingjin personally visited workshops, warehouses, and other areas to inspect the companies' safety production management, fire safety measures, emergency preparedness plans, hazard identification and remediation efforts, and implementation of environmental protection protocols. He also inquired about their operational status and whether there were any issues requiring attention or resolution.

Ba Xingjin emphasized that safety is the lifeline of any enterprise. Companies must always remain vigilant about safe production, earnestly fulfill their primary responsibilities, and regularly conduct self-inspections and self-corrections to proactively identify and address potential hazards. It is imperative to ensure that safety responsibilities are clearly assigned—down to every department, every role, every individual, and every operational step. Additionally, companies should strengthen closed-loop management of issue resolutions, establish robust safety management systems, enhance safety training and education, conduct regular safety audits and hazard assessments, and develop comprehensive emergency response plans to continuously bolster their ability to handle emergencies effectively.

During the inspection, Ba Xingjin emphasized that everyone across the county must thoroughly implement General Secretary Xi Jinping’s important discourses and key instructions on workplace safety, firmly uphold the concept of safe development, and rigorously enforce the "Three Controls and Three Musts" requirements. He urged officials to resolutely overcome complacency and a sense of侥幸 (lucky chance), ensuring that safety measures are meticulously carried out with unwavering commitment. Focus should be placed on critical areas and key processes, with continuous, comprehensive inspections and remediation efforts aimed at identifying and addressing all potential hazards thoroughly—leaving no loophole unturned, effectively implementing measures, and ensuring thorough rectification. Additionally, emergency preparedness must be strengthened by maintaining strict on-duty arrangements, including mandatory leadership shifts and a 24-hour standby system, to guarantee swift and effective responses to any unexpected situations. Ultimately, we must adopt a work style characterized by rigor, precision, and practicality in all aspects of safety management, thereby providing robust safeguards for high-quality development through elevated standards of safety.
